This is the third ranking in less than eight months in which the Hoosier State's business climate has scored a top ten finish nationally.

The magazine's eighth annual "Best & Worst States" survey asks CEOs to evaluate states based on business tax policies, regulation, workforce quality and livability factors. Indiana's ranking in the survey has moved up eleven places since 2010.

"Today's announcement is the third prestigious ranking Indiana has received in less than eight months from people in the business of economic development," said Dan Hasler, Secretary of Commerce and chief executive officer of the Indiana Economic Development Corporation. "Chief executives across the nation are taking notice of our skilled workforce, fiscal stability and business-friendly policies and recognize Indiana as one of the most attractive states in the country for business."

Indiana's 5th place ranking makes it the only Midwestern state in the publication's top five. Among neighboring states, Kentucky ranked 25th, Ohio ranked 35st, Michigan ranked 46th and Illinois ranked 48th.

Chief Executive magazine noted in this month's issue, "North Carolina, Tennessee, Indiana, Virginia, South Carolina, Georgia and Utah held up their position in the top 10, with Indiana moving up a notch to fifth. CEOs indicate that workforce quality is the state's single greatest strength, and since it became the 23rd right-to-work state last year, the Hoosier State is likely to punch above its weight competitively in the future."

The Chief Executive magazine ranking is the latest in a series of national accolades Indiana's business climate has garnered. Site Selection magazine rated Indiana's business climate best in the Midwest and sixth nationally, according to a November 2011 survey of national real estate executives and a review of Indiana's economic development record. Also, Indiana's business environment recently scored a top five finish nationally in Area Development magazine's September 2011 top states for doing business survey.

Chief Executive magazine is a bi-monthly publication for top management executives published by the Chief Executive Group LLC. Founded in 1977, the Chief Executive Group LLC is headquartered in Greenwich, Conn. The "Best & Worst States," survey results are available at http://chiefexecutive.net/best-worst-states-for-business-2012.

About IEDC
Created by Governor Mitch Daniels in 2005 to replace the former Department of Commerce, the Indiana Economic Development Corporation is governed by a 12-member board chaired by Governor Daniels. (NASDAQ: FINL), a national retailer of athletic shoes, apparel and accessories, today announced the company’s plans to expand its operations here, creating up to 327 new jobs by the end of 2015.

The Indianapolis-based company, which operates more than 640 stores in malls across the country as well as a fast growing e-commerce site, recently announced plans to make significant investments to support its omni-channel strategy. The strategy is designed to create a consistent brand experience across all of the retailer’s channels—brick and mortar stores, web, social, mobile, tablet and direct mail. This includes a multi-million investment to help fund a total technology transformation, including upgrading backbone computer systems such as merchandise and distribution systems. To accommodate additional employees, the company also plans to remodel and reorganize office space at its existing Indianapolis headquarters, recently renamed “Customer Central.”

“I am so pleased to see a homegrown Indiana business like Finish Line continue to find success in the Hoosier State,” said Governor Mitch Daniels. “The company’s tremendous growth reiterates that there is no better place to start or expand a business than in Indiana.”

Finish Line currently has more than 11,000 employees, with 700 associates at its Indianapolis headquarters and more than 1,280 across the Hoosier State.

“It’s been more than 30 years since we opened the first Finish Line store here in Indiana and through consistent growth, we have become one of the leading athletic specialty retailers in the country,” said Steve Schneider, president and chief operating officer of Finish Line. “We are certainly proud of our Hoosier roots and are excited at the prospect of being able to add jobs in our hometown as we become a leader in omni-channel retailing.”

Through the Finish Line Youth Foundation (FLYF), the company is actively engaged in supporting young people in the communities it serves. Throughout the past 14 years, the FLYF has provided more than $4.5 million in grants to nonprofits that support community-based youth athletic programs and camps for disadvantaged and special needs children across the country. Recently, the company announced a new multi-year pact to support Special Olympics as its signature cause, including support of the upcoming Indiana Summer Games, which begin June 1.

The Indiana Economic Development Corporation offered The Finish Line, Inc. up to $2.7 million in conditional tax credits and up to $250,000 in training grants based on the company’s job creation plans. These tax credits are performance-based, meaning until Hoosiers are hired, the company is not eligible to claim incentives. The city of Indianapolis will consider additional property tax abatement at the request of Develop Indy.

“Finish Line is a great corporate citizen for Indianapolis, and its expansion in Marion County protects hundreds of existing jobs and strengthens the eastside as the company invests millions of dollars into facilities in Warren Township,” said Indianapolis Mayor Greg Ballard. “Finish Line's commitment to our city means more than 300 new jobs for our residents and the decision to grow here reflects the stable business climate we have created."

Finish Line joins 22 other companies that have committed to locating or growing their headquarters in the Hoosier State this year, creating more than 2,600 projected new headquarters and operations jobs. Just last week, healthcare staffing provider RepuCare announced it will expand its Indianapolis headquarters, adding up to 82 new jobs by 2015.

About Finish Line
The Finish Line, Inc. is a premium retailer of athletic shoes, apparel and accessories. (April 24, 2012) - Governor Mitch Daniels joined executives from Cummins, Inc. (NYSE: CMI) today to announce the company's plans to expand its high-horsepower campus here, creating up to 290 new jobs by 2015.

Cummins will invest $219 million to add new warehouses, additional engineering and production test cells, a cylinder block line and parking for employees. The company will also construct a new office building that will house up to 500 associates and a new manufacturing facility for after-treatment components for high-horsepower engines.

"Cummins continues an impressive expansion in the Hoosier State and much of that stems from the strong international demand for products designed and built right here in Indiana," said Daniels. "Once again, words cannot describe how thankful we are for Cummins and the investment it is making in the Seymour community."

Cummins currently employs approximately 525 associates at its Seymour engine plant and more than 7,800 workers across the state. It will begin hiring new engineering and professional associates to support the company's global high-horsepower business in Seymour this year.

"Cummins is excited about making further investments in southern Indiana to support our growing high-horsepower engine business," said Rich Freeland, Cummins vice president and president of the company's engine business. "A key aspect for choosing Seymour is the support from IEDC to provide funding for educational initiatives, which will help ensure the availability of a skilled workforce for many years to come."

As the largest independent maker of diesel engines in the world, Cummins had record earnings in 2011 and expects continued strong growth this year. The Fortune 500 company expects to reach $30 billion in sales and 18 percent in earnings before interest and taxes in 2015 with much of that growth coming from international markets.

The Indiana Economic Development Corporation offered Cummins, Inc. up to $250,000 in training grants based on the company's job creation plans. These incentives are performance-based, meaning until Hoosiers are hired, the company is not eligible to claim incentives. The Indiana Department of Transportation will assist the city of Seymour with the completion of their gateway project. In addition, the city of Seymour will consider additional property tax abatement at the request of the Jackson County Industrial Development Corporation.

Cummins, a nearly century-old, Indiana-born company, designs, manufactures, sells and services diesel engines and related technology through its network of 600 company-owned and independent distributor facilities and more than 6,500 dealer locations in more than 190 countries and territories.

"We are proud to be able to partner with Cummins and the State to make this exciting project a reality," said Seymour Mayor Craig Luedeman. "Cummins has been an outstanding partner as we work to grow our community."

Today's announcement marks Cummins' fourth expansion project in southern Indiana in the past two years. Cummins recently announced two major expansions at its Columbus headquarters, creating a combined 950 new jobs. Also, in 2010, the diesel engine maker announced plans to add a new large engine platform at its Seymour plant, creating up to 150 new jobs by 2015.

About Cummins
Cummins Inc., a global power leader, is a corporation of complementary business units that design, manufacture, distribute and service engines and related technologies, including fuel systems, controls, air handling, filtration, emission solutions and electrical power generation systems. (March 7, 2012) - Governor Mitch Daniels today joined executives from Charming Shoppes, Inc. (NASDAQ: CHRS), a retail apparel chain specializing in women's plus-size apparel, to announce the company's plans to invest in its distribution and logistics operations here, creating up to 135 new jobs by 2014.

"Indiana is proud to have earned this expansion in a logistics sector of which we have become a national leader," said Daniels.

Charming Shoppes' Indiana distribution center - locally known as "FB Distro" - services the apparel distribution needs of the company's Lane Bryant, Lane Bryant Outlet and Cacique retail stores. The company will make a multi-million dollar investment over the next two years to renovate and install new material handling equipment and warehouse management systems at FB Distro's existing 794,000 square-foot Greencastle facility. Once upgrades and renovations are complete, the facility will have the capacity to service up to 2,300 stores.

"We are extremely pleased to be working with the state of Indiana on our distribution operations project. Our decision to upgrade and expand our Indiana distribution facility provides the opportunity to maximize labor, inventory and transportation efficiencies," said Bryan Q. Eshelman, Charming Shoppes' executive vice president and chief supply chain officer.

Charming Shoppes' distribution center is located on a 123-acre campus in Greencastle. Originally constructed in 1954, the facility was purchased by Charming Shoppes in 1987. By March 1989, Charming Shoppes had completed upgrading the distribution center, expanded it to 420,000 square feet and shipped its first unit. Since opening its doors, FB Distro has shipped more than 1.5 billion units to its stores.

Over the years, the Greencastle distribution center has experienced significant growth, in both the size and technology of the facility and the number of associates employed. Today, the facility employs 195 associates and services more than 800 retail stores. In April, the company plans to transfer the distribution servicing of its 435 Catherines Plus Sizes stores from its Maryland distribution facility to the Greencastle location, bringing the total of stores serviced to approximately 1,200 stores.

The Indiana Economic Development Corporation offered FB Distro Distribution Center, LLC, a subsidiary of Charming Shoppes, Inc., up to $1,140,000 in conditional tax credits and up to $73,600 in training grants based on the company's job creation plans. These tax credits are performance-based, meaning until Hoosiers are hired, the company is not eligible to claim incentives. The city of Greencastle will consider additional property tax abatement at the request of the Greencastle/Putnam County Development Center, Inc.

"We are most excited that FB Distro has once again chosen to grow their operations here in Greencastle and Putnam County," said Greencastle Mayor Sue Murray. "FB Distro has been a great corporate citizen since first coming to the community in October of 1987. The announcement of this investment today represents the fourth expansion of their facility in the past 25 years. This is another example of how the great business climate in Greencastle is helping the community grow and prosper."

Charming Shoppes' distribution center staff members are actively engaged in supporting community events and organizations. In just the past six years, associates have donated $40,000 to local organizations through their participation and fundraising efforts.
